Unfortunately I wasn't even around last year for the Guy Fawkes event, but having spent just a short time online today, I'm already answering more questions than I am asking. So...here's what I know, and hopefully other more experienced players will correct me or add more, in order to avoid answering the same few questions over and over again in chat.
What is this weird stuff dropping? These items are for a Guy Fawkes Day event.
What is Guy Fawkes Day? See http://www.bonfirenight.net/
How long will the event last? It is hardcoded to run November 5-12
Can I buy grenade blueprints from the vendor? No, that is not working properly
Can I get a quest for these items? No the quest from Nemo is not working properly
What do these items do? There are some Fawkes gear such as Flameguards that can be equipped like regular gear. There are blueprints, and ingredients to make the blueprint items, which are related to gunpowder, food, and the combination thereof. It appears some of the items give buffs, but I don't have enough experience yet to really know.
What is that weird icon of a guy under my mini-map? That picture of Guy Fawkes seems to be the timer on the buffs.
Where does the Fawkes gear drop? Apparently, anywhere.
OK, that's about the extent of my "vast" knowledge on the subject.
What does a hollow tough gourd do? It's used with gunpowder to make grenades which are in most of the other recipes. However grenade blueprints are not able to be purchased from the vendor, so you need to have some from last year (or buy from someone who does).
What buffs do the items give? Some are marked, such as the zombie tofray pie, others are not. If you PRD or recall during the time of the buff, it ends.
